财务公司—企业集团资金集中管理模式研究 【摘要】 企业集团作为市场经济的产物，在某种程度上代表着一个国家的企业形象和经济实力。它们作为国民经济发展的支柱，是实现产业结构调整和升级的主导力量，另外企业集团还是发展外向型经济的中坚力量，代表着国家的国际竞争力。正是基于企业集团的这种战略作用，各个国家都在积极的发展和壮大企业集团以提高自己国家的综合国力。企业集团财务公司是伴随着企业集团的发展而出现的，其主要服务领域是企业集团的资金集中管理、客户融资与资本运作。在中国的金融体系中，财务公司是一类特别的非银行机构，也是一种特殊的金融制度安排，它是国家为促进国有大型企业集团改革和发展的一项重要配套措施。在国家政策的扶持下，经过十几年的发展，设置财务公司成为最受我国试点企业集团欢迎的配套政策，导致财务公司逐渐成为中国非银行金融机构体系中不可忽视的一支力量。按照中央提出的战略，我国计划在2010年组建30～50家超大型跨国公司，企业集团的跨国经营必然引起集团的组织架构、产权制度、经营模式的调整，也必然对财务公司的金融服务提出更高的要求。尤其是入世之后，金融业竞争加剧，国内财务公司面对更严峻的挑战，越发凸显出现有法规对财务公司定位不准、相关政策不配套等...更多问题。因此重新审视我国企业集团财务公司的现状与问题，借鉴国际经验，具有很重要的意义。在占有大量资料的基础上，本文主要以企业集团财务公司的问题作为研究对象。具体从以下几个部分进行讨论：第一部分：本部分是导论，首先对企业集团财务公司的相关文献进行了回顾，并对其理论基础进行了概要阐述。第二部分：有关企业集团理论的介绍，包括企业集团的概念、特点和企业集团资金集中管理的五种模式，并提出财务公司是我国企业集团未来最有效的资金管理模式的观点。第三部分：对财务公司的概念进行了界定，同时对发展模式进行探讨，并阐述了财务公司的特点和业务职能。第四部分：归纳了外国财务公司现在的发展模式及其业务情况，总结了企业集团财务公司将来的发展趋势。第五部分：指出了我国财务公司的现状，通过与国外财务公司的比较，探讨目前存在的问题，并提出了相应的发展对策。第六部分：本部分是对上面五个部分总结，并提出了在我国财务公司正处于一个发展的时期，在理论及实践上需进一步的研究。 还原 【Abstract】 The enterprise group represents the corporate image of a country and economic strength to a certain extent as the result of market economy structure.
